Skellefteå Kraft digitizes land management for network expansion

A high rate of investment in electricity and fiber increased the pressure on land management within Skellefteå Kraft. To digitize and streamline the process, Metria was commissioned to develop a digital administrator support.

Comprehensive process

In the case of network expansion, the management of land leases is a comprehensive process that means that a variety of documents must be created and managed for each individual property owner. It is both time and resource consuming if the work is done manually.

Ida Lindquist, Head of Grid Documentation at Skellefteå Kraft, wanted to change that.

- "It turned out that there was no ready-made system for land management on the market. In dialogue with various suppliers, we found that Metria has an understanding of the complexity of the process, the skills required and a GIS platform to realize a digitized process," says Ida.

Digital administrator support streamlines network expansion

The solution, which went live in February 2021, has been developed to digitize the process and manage all documentation related to land lease. The solution now generates the required documents that were previously produced manually by the administrators. Ida explains:

- "When we have designed an area to be built on with cables, a list of affected property owners is drawn up which, together with a Shape file, forms the basis for how the individual property owner is affected by the encroachment. The two files are uploaded into the system and a land lease agreement, land lease map, valuation report, covering letter and any powers of attorney with correct information for each property owner are then generated.

The administrator then downloads the files from a web portal for internal management as they are still printed and mailed to the property owners. A future solution is of course the e-signing of digital contracts.

Ida explains the benefits of the digital process:

- "Just producing maps used to be a time-consuming process, but now it's automatic," she says:

- The system makes administration easier for all functions and, in the long run, provides a better working environment so that we can focus on tasks that create more value for our customers.

The solution developed in close collaboration

Andre Öberg, Product Manager Geoinformation at Metria, is responsible for the geographic IT solution developed by the Metria team in close collaboration with Skellefteå Kraft.

- Society is facing a gigantic infrastructure expansion to meet the needs of electrification. We consider it a privilege to be part of Skellefteå Kraft's digitalization journey and to see how the result improves and streamlines their land management process for grid expansion," says Andre Öberg.

The development project has also meant that Skellefteå Kraft has had the opportunity to review various internal processes that could then be made more efficient. But Ida sees these more as bonuses that have emerged in line with the solution to the actual need, to digitize the land management process.

- "The collaboration has worked really well, despite the fact that we have had to deal with pandemic restrictions all the way. As a team, Metria has been responsive to our processes and come up with innovative solution proposals. The support we get now after delivery is fast and smooth, concludes Ida Lindquist.
